7. Annual Report "Malopolska Development Policy Observatory”

Annual Report "Malopolska Development Policy Observatory” No. 7 is a continuation of the monitoring (carried out since 2005) of the funds derived from the European Union and the ways of their spending in the Malopolska region. In this report analysts focus on the summary of the public investment undertaken by the EU co-financing.

The are some conflicting views in the society on the use of EU aid. In addition to votes questioning the validity of many activities, there are also opinions claiming that only the European funds enable the development. The truth as always lies in the middle. Certainly we would not be able to make such a significant change in the public infrastructure without these funds. On the other hand, we cannot forget about the commitment of our own resources, without which all support would be partial.

However, while infrastructural investment projects are visible and fully measurable, investments in social capital have much more far-reaching effects, although they are not so easily discernible. The objective of these kind of investments is not only emergency assistance to the needy, but creation mechanisms to reap profits in the long term, and thus the flow of knowledge, skills expanding catalog, and first of all attempt to build a civil society.

The report certainly does not dispel all doubts, but it can become an inspiration to keep a needs analysis in the design of assumptions to support programs in the future financial perspective.

This theme also fits in the assumptions of updating the Malopolska Regional Development Strategy 2011-2020 adopted in September of this year, giving a picture of the financing of certain activities from the EU, as well as their efficiency.
