- Public finance is the main tool for all levels of territorial self-government in the area of development policy and socio-economic tasks – the marshal of the Małopolska region Marek Nawara opened the conference “Territorial self-government as a subject of public finance system” organized by the Małopolska Development Policy Observatory. Wojciech Misiąg and Marcin Tomalak’s study evaluating Małopolska as a subject of public transfers and providing financial forecast for the region for 2010-2015 was the starting point of discussion.
The conference took place in Krakow on 17th of February. Along with the marshal and the authors of the analysis, the following participants joined the discussion: Krzysztof Surówka of the Krakow University of Economics, Prof., PhD, Lesław Fijał – Treasurer of the City of Krakow, Ludwik Węgrzyn – President of the Association of Polish Counties, Marta Tylek – Treasurer of the Małopolska Region, Mirosław Legutko of the Regional Financial Chamber in Krakow and Jacek Woźniak – director of the Department of Regional Policy, Marshal Office of the Malopolska Region.
Marshal Marek Nawara noted that the evaluation prepared at the request of the Małopolska Development Policy Observatory blends very well into the on-going discussion concerning new methods of financial management in the self-government administration. – The meeting is a milestone in the new way of perceiving the strategy of regional development. –the marshal said.
Dr. Wojciech Misiąg presented main conclusions of the evaluation he co-authored:
- financial situation of Małopolska is worse than suggested by the region’s share in generating gross domestic product;
- fiscal burdens in Małopolska are considerably high in relation to the Polish average;
- in the years 2010 – 2015 units of territorial self-government in Małopolska will be able to allocate 17 billion zlotys to new development tasks – almost 20 percent of their revenues in this period;
- the system of distributing public revenues has achieved its goal; yet, it is not suitable in view of the financial perspective 2014-2020;
- Małopolska is in a stable financial situation.
The participants of the discussion highlighted the need for: preparing a good development strategy; introducing a financially sound system to assemble necessary expenditures; control (evaluation) of their implementation; actions aimed at increasing the pool of available resources and improving effectiveness in gaining the European funds.
Małopolska owes its high position in the area of public revenues to the excise tax (Philips Morris). In the future the region should make a better use of its natural assets and increase revenues from these sources, especially from agribusiness and cultural heritage management.
